How to Fix a Blurry PDF

"Blurry" covers two very different problems: a PDF that's zoomed in past the detail it actually contains, and a PDF where the detail was lost before the file was ever created. Telling them apart decides whether there's a fix at all.

It might not actually be blurry

Most PDF viewers render pages at whatever zoom level you're looking at, re-drawing them sharper as you zoom in — up to a point. If a page looks soft at 200% zoom but crisp at 100%, that's normal rendering behavior, not a quality problem with the file. Try viewing at actual size before assuming anything's wrong.

Low-resolution scans can't be un-blurred
