How to Merge PDFs on Android for Free (No App Needed)

Most Android phones don't come with a way to combine PDFs, and many "PDF merger" apps in the Play Store hide merging behind a subscription, add a watermark, or fill the screen with ads. You don't need any of them. Here's how to merge PDFs on Android for free in Chrome, and how to find the PDFs that seem to vanish into Gmail and WhatsApp.
How to merge PDFs on Android
- Open Merge PDF in Chrome (any up-to-date browser works).
- Tap the drop area. Android's file picker opens.
- Find your PDFs. Tap the ☰ menu in the picker to switch between Downloads, your phone's internal storage and Drive. Long-press the first file to start selecting, then tap the others.
- Your files appear as a list. Use the up and down arrows to set the order, and the remove button to drop any you didn't mean to add. Need another file? Tap the drop area again to add more.
- Tap Merge. Chrome downloads the combined PDF as
merged.pdf.
The files are combined on your phone. Nothing is uploaded, so it's fine for IDs, payslips and bank statements.
Where the merged PDF ends up
Chrome saves it to your phone's Downloads folder. Three quick ways to get to it:
- Tap Open on the download message at the bottom of Chrome.
- In Chrome, tap ⋮ › Downloads.
- Open your phone's Files app (called Files by Google or My Files on Samsung phones) and go to Downloads.
To rename it, long-press the file in your Files app and choose Rename.
"I can't find my PDF in the picker"
Android keeps files in different places depending on where they came from. The usual suspects:
Gmail attachments. An attachment you've only viewed isn't saved anywhere you can pick it from. In the email, tap the download icon on the attachment. It then appears in Downloads.
WhatsApp documents. WhatsApp stores received documents in its own folder, usually Internal storage › Android › media › com.whatsapp › WhatsApp › Media › WhatsApp Documents. That's a long way to dig, so it's often easier to open the document in WhatsApp, tap Share, and save it to Drive or Downloads first.
Google Drive. No need to download first. In the file picker, open the ☰ menu and choose Drive to pick files from there directly.
Photos of documents. A photo isn't a PDF yet. Convert it with Images to PDF, or scan the paper with Scan to PDF, then merge the results.
Common problems on Android
The Merge button gives an error about one file. That PDF is password-protected or restricted, which is common for bank statements and e-documents. Unlock it with Remove Password using the password you were given, then merge again.
The phone gets slow with many large scans. Merging happens on the phone, so 30 high-resolution scans need a lot of memory. Merge them in two halves, then merge the two results into one.
The merged PDF is too big to send or upload. Shrink it with Compress PDF. If the form has a limit like 2 MB, choose Target size and enter the limit.
Pages came out in the wrong order. Order follows the list you set with the arrows, file by file. To reorder individual pages inside the finished file, open it in Organize Pages.
Why not just install an app?
Apps can work well, but check before trusting one with personal documents. Many free ones show ads, add watermarks or limit the number of files until you pay, and many upload your files to their servers to process them. A browser tool that merges on the phone avoids all of that, and there's nothing to install or uninstall.
