How to Merge PDFs on iPhone for Free (Files App or Safari)

You've got two or three PDFs on your iPhone (a form, a scanned ID, a receipt) and something wants them as one file. There are two free ways to do it without installing an app: the iPhone's own Files app, and a browser tool in Safari. Here's how each works and when to use which.

Option 1: The Files app's "Create PDF"

Recent versions of iOS can combine files straight from the Files app:

1. Open Files and go to the folder with your PDFs. They all need to be in the same folder; move them there first if not.
2. Tap the ••• button (top right), then Select.
3. Tap each PDF you want to combine.
4. Tap ••• at the bottom right and choose Create PDF.

A new PDF appears in the same folder, usually named after the first file. Your originals aren't changed.

The catch is the order. You don't get a screen to arrange the files. People commonly report that the order follows the file names, so the reliable fix is to rename the files first: touch and hold each one, tap Rename, and start the names with 1, 2, 3. If you can't find Create PDF, your iOS version may not have it, or one of the selected items isn't a PDF or image.

Option 2: Merge in Safari, with a reorder screen

If you want to see and arrange the files before combining them, use Merge PDF in Safari:

1. Open Merge PDF in Safari and tap the drop area.
2. If Safari asks, choose Choose File. In the file picker, tap Select so you can pick several PDFs at once. You can pick from On My iPhone, iCloud Drive, or any connected storage like Google Drive.
3. Your files appear as a list. Use the up and down arrows to put them in order, and remove any you added by mistake.
4. Tap Merge. The combined file downloads as merged.pdf.

The merging happens on the iPhone itself; the PDFs aren't uploaded anywhere. That matters if you're combining an ID, a bank statement or medical paperwork.

Where your downloaded PDF goes

Safari saves downloads to the Downloads folder in the Files app, either in iCloud Drive › Downloads or On My iPhone › Downloads, depending on Settings › Apps › Safari › Downloads (on older iOS: Settings › Safari › Downloads). Tap the blue download arrow in Safari's address bar to jump straight to the file.

From there you can rename merged.pdf (touch and hold › Rename), share it, or attach it to an email.

Getting PDFs into Files first

Most "I can't find my PDF" problems are because it's stuck inside another app. Save it to Files first, and both methods above can see it:

• Mail attachment: Touch and hold the attachment, then tap Save to Files.
• WhatsApp document: Open it, tap the Share button, then Save to Files.
• Photos of paper documents: Turn them into a PDF first. The Notes app can scan documents (in a note, tap the camera or attachment button, then Scan Documents), or use Scan to PDF in Safari. Then merge the PDFs.

If merging fails

• An error mentioning encryption, or one file that won't load: that PDF is password-protected. Unlock it first with Remove Password (you'll need the password), then merge.
• The merged file is too big to send: compress it afterwards with Compress PDF. Choose Target size if you have a specific limit, like 2 MB for an upload.
• Your phone slows down with lots of files: merging runs on the phone, so dozens of large scans use a lot of memory. Merge in two batches, then merge the two results.
